Modernization of Poland’s F-16 Fleet – A Strategic Step for the Air Force and the National Defense Industry

On 13 August 2025, at the Military Aviation Works No. 2 (WZL-2) in Bydgoszcz, an agreement was signed between the Polish Ministry of National Defense and the Government of the United States for the comprehensive modernization of Poland’s F-16 C/D Block 52+ fighters. This contract represents one of the most significant defense agreements in recent years and sets a new course for the development of the Polish Air Force.

Modernization to the F-16V Standard

Under the agreement, all 48 aircraft will be upgraded to the F-16V (Viper) configuration, equivalent to the latest Block 72 standard. This upgrade will provide the Polish Air Force with capabilities on par with the newest aircraft entering service with NATO allies. With a total value of approximately USD 3.8 billion, it is one of the largest modernization undertakings in the history of Poland’s armed forces.

The program includes the enhancement of electronic warfare and self-defense systems, the introduction of a cutting-edge AESA radar, and significant upgrades to communication and data-sharing systems. These improvements will allow Poland’s F-16s to fully integrate with advanced platforms such as the F-35, AH-64 Apache helicopters, and Abrams tanks, while also expanding their reconnaissance and strike potential.

Implementation Timeline

The modernization will be carried out in phases to ensure the uninterrupted combat readiness of the Air Force.

Key milestones include:

  • 2025–2028 – Preparation of infrastructure at WZL-2 in Bydgoszcz, training of personnel, and development of technical procedures
  • 2028 – Launch of the first modernization works
  • 2030–2038 – Full-scale modernization, carried out successively while maintaining operational capability

Significance for Security and Industry

Minister of National Defense Władysław Kosiniak-Kamysz emphasized that the F-16 has been the backbone of Poland’s combat aviation for nearly two decades, and its modernization is essential to meet current and future threats. An equally important aspect is the strong involvement of the domestic defense industry. Conducting the program in Poland will generate new jobs, ensure the transfer of technological know-how, and strengthen the capabilities of the Polish Armaments Group (PGZ). As the lead contractor, WZL-2 will become one of the key hubs for aircraft servicing and aerospace technology development in Central Europe.

Investing in the Future

The upgrade to the F-16V standard is a strategic investment. On the one hand, it will give the Polish Air Force a technological edge and full interoperability with NATO allies. On the other, it will enhance the international standing of Poland’s defense industry.

This decision will allow the Polish Air Force to maintain a high level of combat readiness for decades to come and ensure that Poland remains one of NATO’s leaders in modern air capabilities. It is a milestone in strengthening national security and building the country’s technological independence.
